The European union is working on a sanctions list of Russian officials, after it said Crimea's referendum on joining Russia is illegal and it won’t recognise the outcome. Those officials will be hit with travel bans and asset freezes for actions which the EU says "threaten the territorial integrity, sovereignty and independence of Ukraine."
EU foreign ministers said there are about 120 names on the initial list, including senior military and political figures, and a final decision will come out later on Monday.
